[I've noticed that people are trying to help the Spark Princess stay undercover, even when they don't know they're supposed to or have no reason to help. So just so we're clear, Elly has not done a very good job concealing her identity, and you are welcome to spread rumors or certainties about her until the whole business caves in around her. She'll just have to deal with it when that happens.]

I do not believe we have ever had such a belligerent Spark Princess before Miss Smith. I fail to understand why the bracers would chose this young "lady" (I use the term very loosely) after already being exposed to more promising candidates. It is already a regular joke in MAGI that we should just shoot her and move onto the next in line; we can't possibly do worse. "Subtle and quick to anger" indeed.
The last bearer of the title was a little odd herself, but one could never call her anything but enthusiastic about her role; the only trouble she ever got into related from her tendency to miss school assignments in favor of spending more time in the field. Miss Smith has no such excuse for her poor grades: she has resisted the idea of putting forth a minute more effort than we have required of her, which simultaneously skipping classes and even engaging in underaged drinking and tobacco use. No punishments that Saint Joseph's School is authorized to deliver seem to threaten her.
She has also, reportedly, been embarrassed of her role as a hero, even to the point of concealing her dual identity from most of her fellow students. In another environment this would be understandable, but she has no family to protect, and at Saint Joseph's many of her peers are also metahumans and registered heroes. Yet she continues to go through the (poorly executed) motions of a secret identity. Perhaps partially for this reason, but also likely due to her general attitude problems, she has formed very few relationships with other students.
Miss Smith lived on and off the street for nearly a year, and before that, under an uncaring pair of foster parents who would generally ignore her. Therefore, she has gotten used to answering to no one but herself. There are still a few who consider this an excuse for her behavior. On the contrary, it is all the more reason why the discipline of this budding hero should be ruthless, lest she ruin the image of the Princess for not only herself but all who will bear the bracers after her. A Spark Princess who fails to exhibit the qualities of a hero will embarrass the name for generations; the sooner we excise these flaws, the better.
The last straw on that matter occurred just days ago, when she was witnessed drunk to the point of excess while in the Princess form. This was precisely the sort of thing I was warning would happen, and Azuria and the board have finally decided to take me seriously. With coordination from Saint Joseph's, we are increasing her required hours to 30 a week, with potential to expand that demand further if needed. We are also preparing for the implementation of other measures if necessary.
Despite all this, Miss Smith has managed to qualify for Security Level 20. However, her attitude throughout the past three months, combined with complete disregard for those around her, leads me to doubt she will ever be adequate for the role she must fulfill.

Miss Smith's performance remains barely adequate. She does precisely the amount of patrolling to fit the letter of her requirements, then returns to her usual ways. Her continued involvement in her school's cheer organization seems to be, for her, an opportunity to titillate rather than contribute to the school, and few of her choices in friends have proven any better than cohorts in her rebellion. Despite the city's approval of her attempts at heroics, she makes it clear she would leave the bracers unused entirely were she taken out of our watchful eye. I also suspect she has ended some of her "rescue" of crime scenes with some ill-gained goods of her own; she continues to make purchases far beyond the living stipend we have given her, with no evidence that she's taken on employment to pay for it. Miss Smith reaches the age of majority in less than a year, and I believe we need to begin additional measures to control her as soon as possible, before we lose the opportunity.
Her inappropriate fling with Mr. Kite ended only to be replaced with the same toward Mr. Atashband Delavar, the young bearer of the title of Sunfire Warrior. While I had expected the latter to be an improvement and a good influence on her, it appears rather that she intends to drag him down to her level. Mr. Delavar even dared challenge my authority a month ago on her behalf, an act he (apparently) would never have considered before meeting her. Should there be another such incident, I will be forced to take measures to separate them before two destined warriors are corrupted beyond recovery.
I've discovered that Miss Smith has been spending time among the Midnighters lately, in surprising contrast to her reluctance to train or research on MAGI grounds. To be on the safe side, I have reminded the appropriate contacts that the bracers have legally been in the care of MAGI since Rikti War I, and their organization's revival does not warrant the reclamation of their old property, or the attempted recruitment of those under MAGI guardianship. Multiple sources of information about the bracers will only confuse her.
