PM settings change

I've made a change to the settings for Private Messages. Previously, registered users were allowed to address a private message to up to 5 individuals, but no more than 5. This restriction was part of the default phpBB installation.
I have updated the settings for PMs to remove this restriction. Registered members should now be able to address private messages to more than 5 individuals at a time.
