Captain John "Jack" Lowery was just a beat cop in the 80's, but in the 90's things heated up as the 5th Column (Now the Council), geared up for their strategy to take Paragon City, and thus the entirety of Rhode Island, and Jack was made a part of the Paranormal Enforcement Division. He learned a lot in those days, soon he was heading up his own unit, and had even gotten to meet Statesman a few times for luncheon meetings to discuss tactics and policies. More than a few of those ended with Jack having to accept what Statesman said, but he always made sure to tell Statesman where the letter of the law stood. He couldn't risk anybody changing sides in the fight to keep Paragon City safe.
But all of that changed when the Rikti invaded. Soon he was involved with military units in providing support or cover fire for Statesman and his band to go in and engage the Rikti, head on. Many a good policeman died under the watch of Captain Lowery, but scores more were saved the atrocities of the Rikti invasion. When the war was finally over, Lowery resigned his position, saying he was going to teach Criminal Justice at U.R.I. or UMass.
Three years was all it took for Lowery to give up on University studies, and soon he found himself in the halls of St Joseph's School. Here he would help teach the students about the law, and what the regular citizen or officer have to deal with. Here he could help make the next generations of heroes. And here, he could let them see what they were up against when they chose to pick up the mantle of hero.
Cap'n Jack as he is known isn't an uptight bureaucrat. He's a blue collar, cigar smoking, roughneck, with a mischeivous gleem in his eyes and a warm smile and face that says he'd rather be friends, but will accept the other just as well. He has a slight beer belly, but he still has a muscled physique aside from that. He may not always be fair, but he always takes up for a student who does right.
